Take a medium sized skillet and heat it over medium heat. Add the ground beef, onion and green pepper, and let everything brown well. If any liquids form as you're cooking the mixture, drain them off.
Once your meat is a rich brown color, stir in the ketchup, brown sugar, mustard and garlic powder. Season with salt and pepper. Mix thoroughly, reduce the heat and let it all simmer for 30 minutes. Give it the occasional stir to help the tastes blend into one another. Adjust the seasoning and serve straight away on fresh, hot sandwich buns.
